Paradise Valley is surrounded by Camelback Mountain, the McDowell Mountains and the Phoenix Mountain Preserve. So, they incorporated Paradise Valley to be its own entity. One which enforced a one house per acre minimum. This is why the area isn’t overly populated… and why the homes are quite expensive.
