The city of Phoenix is, as you would expect, the hub of the Phoneix metro area. It’s one of the more popular areas for folks to move to (second to Scottsdale).
Every other neighborhood of Phoenix was built around the downtown Phoenix area. This area of Phoenix is where a majority of business employment is located in the region.
