PV Update: What's Open, What Slipped to 2027, and the Residential Number Nobody's Adding Up

Quick PV update for anyone already tracking the site at Tatum and Cactus. The renderings have looked finished for over a year now. The ground truth changed enough this summer that it's worth a real update instead of another "here's what's coming" post.

What's actually open, and what moved

Life Time Paradise Valley opened April 30, a 92,000 square foot athletic club with pickleball courts, a spa, and a rooftop beach club. Velvet Taco, Blanco Reserva Cocina + Cantina, Federal Pizza, Flower Child, Wren House Brewing, and The Melt are all serving. Lululemon opened a boutique on July 24, the first national apparel tenant to land next to the park block. That's the working half of the site right now.

The other half slipped. Harry & Izzy's, a standalone 8,300 square foot restaurant from the family behind St. Elmo Steak House in Indianapolis, is still under construction. Cala, OBON, Culinary Gangster, and Helios Pilates all moved from a 2026 target to 2027. Next Health and WeWhiten are now aiming for late this year. If you've been waiting for the site to feel finished before it matters to your search, you'll be waiting through most of next year, since the full 100 acres isn't targeted for completion until 2030.

The number most coverage of this project doesn't put in one place

Three separate residential projects are stacking on this site inside about eighteen months of each other. AVE Paradise Valley, 400 units, has been leasing since fall 2024. Transwestern's 335-unit community is under construction now, with first units expected late this year. Life Time Living, an 11-story, 327-unit wellness residence tower built around the athletic club, targets 2027. Add those up and PV will have north of 1,000 new residents living on site within roughly two years of each other, on top of the more than 3,000 residences RED has planned for the full build-out by 2030. That density is doing real work: it's a big part of why retailers who were still deciding in 2024 are signing leases now, since three separate rent rolls are showing up on the same block instead of one.

A tenant most people haven't heard about yet

Fender, the guitar company, is relocating its Arizona co-headquarters into PV. It's a 77,500 square foot building with a sound room, a retail store, and a model shop, moving roughly 200 existing jobs from its current Scottsdale location and adding about 100 more. It won't show up in most redevelopment coverage because it isn't a restaurant or an apartment building, but it's a real employer landing on the site.

What traffic will actually look like

I haven't found a published traffic impact study tied to this phase, so I'm not going to invent a number to sound more authoritative than I am. Here's what the plans and a drive through the site actually show. PV is built for walkability inside its own footprint, restaurants, retail, the park, and now three residential buildings connected by a pedestrian grid, which cuts down on car trips between errands once you're parked. What it doesn't solve is the corridor itself. North of 1,000 new residents plus the retail and office draw means more cars turning onto Tatum and Cactus at peak hours than existed when this was a half-empty mall, and the site is still under active construction through at least 2027, so periodic lane and access disruption near the corner isn't going away yet.

The part worth watching

The overlooked variable here isn't the price tag, it's the pace. A single developer finishing one project on one timeline is easy to track. PV is three or four developers building independently on shared infrastructure, which is why half the site can feel finished while the other half is still fenced off a year later. If you're buying or selling near Tatum and Cactus, that unevenness is the thing to actually watch, not whether the project is "done," since by RED's own numbers it won't be done until 2030 regardless.
